It is a recognized form of medicine and in India is regulated by the Department of AYUSH.
The same TOI which has published this AustralianNHMRC report has also published an article on how homeopathy works.

Let's understand this pathy better.
Dr Samuel Hahnemann the founder of homeopathy has given guidelines about practicing this art and science in his book “ORGANON”- It is nothing less than a Bible for homeopaths.
The first thing that he tells the students of Homeopathy is
$1: "The high and only mission of the physician is to restore the sick to health, to cure, as is is termed."
He (Dr Hahnemann) has said that the physician or doctor should make it a mission to cure the sick.
Health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.
Note it’s the physical, mental and social WELL BEING that MATTERS. Homeopathy takes into consideration the physical, mental and social sphere of the person before prescribing any medicines. Homeopathy does not aim at just removal of symptoms it ensures complete well-being of the patient.
Homeopathy is a 200 year old science based on scientific principles. Homeopathic drugs are proved on healthy human beings and not on guinea pigs and mice.
Homeopathy is an art. You need to take the complete history of the patient- his physical characteristics, Mental attributes, his work, his nature, his social skills, his family history and past history. After taking the history you analyse and evaluate the case make a portrait of the disease. Yes u need to make a POTRAIT. You cannot just draw the outline and claim that it is the picture the finer elements are needed too. YOU MATCH THIS POTRAIT TO THE DRUG PICTURE AND CHOOSE THE CORRECT REMEDY.
You need a very individualistic approach. Two persons having the same illness may require two different medicines. The same medicine will not work for all.
When I say homeopathy works and works wonders one needs to understand that every science has its own limitations. You should practice within the scope of the pathy. Homeopathy has its limitations too.
Last but not the least when practiced judiciously the pathy has helped many. It is the Homeopath who fails when you may not see results in cases which fall in its scope, the science never FAILS
